Yes. NIS has required a National Identification Number for every passport application, fresh or renewal, in Nigeria or abroad, since 1 January 2018; the online form verifies your NIN and date of birth.

Online at passportintl.immigration.gov.ng, then book a biometric appointment at the nearest Nigerian embassy, high commission or consulate (or use contactless renewal if eligible).
